Fat, cloth and how long it lasts
Three animal fat and one cloth make four low grade fuel. Everything else about fuel — how much to farm, what the refinery saves you, how long the generator runs — falls out of that one recipe and a burn rate.
How much do you need
Fuel is crafted in batches of four, so the answer rounds up to whole crafts and usually leaves you a little over.
That comes out exactly even: 1,000 fuel, nothing spare.
Recipe: 3 animal fat + 1 cloth = 4 low grade fuel. Refinery: 1 crude oil = 3 low grade fuel.

The 3 fat + 1 cloth = 4 fuel craft and the 1 crude = 3 fuel refinery step are on every item reference and have not changed in years. The Small Generator burns its 500 fuel tank in two hours (250 an hour) for 40 rW, per rustrician; the lantern takes one fuel every ten minutes, which is why a full 500 lasts just over 83 hours.
